The phenomenon of suspiciously qualified or unqualified doctors opening shop in some township and attracting unsuspecting patients has become a concerning norm.
Discussions and debate are focused on state capture and its effect on the economy, but there’s another beast eating away at productivity, hurting the economy and undermining our health system. South Africa is open for medical fraud business.
Medical fraud manifests in two ways: bogus doctors in practice and bogus medical certificates issued to rob employers by keeping an employee away from work while earning a salary.

Medical Schemes Act & NHI:- Motsoaledi outlines changes

Two of the proposed amendments to the Medical Schemes Act will do away with co-payments, and abolish the practice of using brokers within the medical schemes environment.
Health Minister, Dr Aaron Motsoaledi, said co-payments mean that the scheme pays a portion of the bill that a provider – be it hospital or private doctor – charges to a patient. The rest of the funds are supposed to be paid by the patient from their own pocket.
“The amendment means that every cent charged to the patient must be settled fully by the scheme and the patient should not be burdened with having to pay. There are people who will scream that this amendment is outrageous and calculated to destroy medical schemes and leave beneficiaries with nothing. I want to assure you that this was well thought out,” he said.

SA signs innovation agreement with Novartis

A high-level memorandum of understanding (MoU) for medical research and development has been signed between the South African Medical Research Council (SAMRC), the department of science and technology (DST) and Swiss drug firm, Novartis.
The MoU, a public private partnership (PPP), aims to establish a framework for potential cooperation between the parties. This will allow for joint research programmes in selected communicable and non-communicable diseases (NCD), improve South African patients’ access to innovative medicines and build up the research & development capabilities and ecosystem in South Africa and Africa.

Health tender fraud:- six nabbed

The Hawks have arrested six officials for alleged fraud and corruption relating to the awarding of tenders at the Northern Cape Department of Health.
The six, aged between 39 and 50, were arrested in various places, including Johannesburg, Bloemfontein and Kimberley on Tuesday in a joint operation with the assistance of the Tactical Response Team.
“The arrest of the suspects follows allegations of gross irregularities in the awarding of various infrastructure tenders without following due processes between 2013 and 2016 at the Northern Cape Department of Health.

Allegations of fraud at UKZN medical school – Sama Responds

The South African Medical Association (Sama) has called on the department of education to act swiftly to deal with allegations of fraud and corruption at the Nelson Mandela School of Medicine, at the University of KwaZulu-Natal (UKZN).
This comes amid allegations that certain members of the community, and some staff members from the UKZN, fraudulently sold students places for admission to the school of medicine. There are also allegations that examination papers are being sold at the university.
“We are extremely concerned about these allegations and call upon the ministry of education to investigate them quickly and effectively. If any staff members are found to be complicit in these activities they must be dealt with decisively. In addition, the leadership of the university must be held accountable, and explain how such a scandalous situation could have occurred in the first place,” said Dr Mzukisi Grootboom, chairperson of Sama.
