MPs were “stunned” and “upset” when a member of the South African Police Service (SAPS) top management acknowledged that some police officials could not read or write.

This was evident from a reply by lt.genl. Fannie Masemola, national deputy commissioner of policing, on the presentation of a new police re-structure program  to the parliamentary portfolio committee on police.
