Health care shares dropped R14 billion since announcement of NHI
The FF Plus is seriously worried about the negative impact that the tabling of the National Health Insurance (NHI) Bill in Parliament last Thursday has since had on the country’s economy. It is not only the Discovery group’s shares that fell on the Johannesburg Stock Exchange. Yesterday, an amount of R14 billion was lost in..

Motsoaledi: We can’t wait to improve healthcare before implementing NHI
Government does not believe it can wait until the healthcare system is improved before implementing national health insurance, Health Minister Aaron Motsoaledi has said.
The minister was speaking at a briefing at Tuynhuys, Parliament, where the report of the outcomes of the presidential health summit, held late last year, was released.
During his address on Tuesday, Motsoaledi said government would be taking significant steps towards implementing universal healthcare.
Last week, president Cyril Ramaphosa said that the National Health Insurance Bill would be tabled before Parliament this year.
NHI will ensure that South Africans can receive free health services at the point of care at both public and private quality-accredited healthcare service providers, Motsoaledi said.
NHI is a proposed state-run health financing system that aims to pool funds to provide access to quality health services for all South Africans regardless of their economic status.

The National Health Insurance: Running Before Crawling – The need for objective reassessment of the pilot phase
In Part I of the series on health reform and the draft National Health Insurance Bill (NHI Bill), the Centre for Constitutional Rights (CFCR) argued that considering the anticipated costs of the NHI and lack of crucial detail, South Africa needs to urgently assess alternative models to address the healthcare crisis. In Part II, the CFCR assesses the lack of information on the results of the NHI pilot phase, which is supposed to inform the further roll-out of the NHI.
The NHI Bill aims to revolutionise healthcare provision in South Africa by replacing the current two-tiered healthcare financing with the establishment of the NHI fund, which will be the single purchaser and financier of the population’s personal health services. The NHI, according to the NHI Bill, is envisioned to be rolled out in three phases spanning over 14 years, with the first phase extending from 2012 to 2017. The second phase is accordingly from 2017 to 2022. The final phase is from 2022 to 20

A New Healthcare Plan promises to overhaul South Africa’s massively skewed system
Since 1994 South Africa has invested substantial resources in healthcare services. As a result, it’s has made significant health gains. For example, nearly 4-million people get HIV treatment and mother-to-child transmission has nearly been eliminated.
Service delivery has also been significantly expanded to more than 4000 health facilities. And there’s been a large increase in the number of healthcare professionals.
But health care needs aren’t static. For example, non-communicable diseases like diabetes and hypertension are now responsible for more deaths than HIV and TB combined. And in some instances successes have created challenges. For example, the expansion of HIV treatment has meant that there’s now a large cohort of chronic patients requiring ongoing care. In addition, the reality of a largely youthful population requires interventions so that health gains aren’t lost.

Will the HMI insights get lost in the rush to finalise healthcare laws?
Has the almost simultaneous release of the National Health Insurance (NHI) Bill, the Medical Schemes Amendment Bill and the provisional findings of the Health Market Inquiry (HMI) created an information overload, where some of the insights from the inquiry could be lost in the noise?
“There is significant risk that the regulatory environment being created through the legislative amendment process currently underway could conflict with the lessons learned in the course of the HMI’s work, which will only be fully apparent on the release of its final report,” says Mark Arnold, principal officer of Resolution Health Medical Scheme.
A considerable amount of time, resources and expertise have been invested in the HMI, but with the final report due for release in November, however, there is a risk that the full benefit of these insights could be lost due to the timing of these inter-related developments, as the period for submissions on Medical Schemes Amen

You might ask the following question regarding the NHI:- Will I be able to opt out of the NHI?
In June, the health minister released the long-awaited National Health Insurance Bill. What does it mean to you and your medical aid? We tell you.
1. Will you be able to say “thanks, but no thanks”?
If the National Health Insurance (NHI) Bill is passed in its current form, the NHI will be compulsory, regardless of whether you also belong to a private medical aid. So, opting out won’t be possible. The Bill says the NHI, which will be like a big, state-funded medical scheme, will be a free service, but it doesn’t tell us what benefits will be covered, how the scheme will be paid for or how much it will cost.
2. When will the NHI start, and, will it actually happen?
The NHI Bill says the scheme will be implemented in three phases — we’re currently in the second phase (2017 – 2022), during which NHI legislation has to be developed and the NHI fund has to be established. During the last phase, from 2022 – 2026, Cabinet

Comment on the NHI Bills presented by Health Minister
Bonitas Medical Fund welcomes the draft amendment Bill to the end that it aims to make healthcare more accessible.
“While in principle we support the actions of the government and applaud them for taking proactive measures to improve the quality of national healthcare in South Africa, we have reservations and concerns around some of the proposed amendments. And this not only in respect of representing private medical schemes,” says Kenneth Marion, COO of Bonitas Medical Fund.
The universal National Health Insurance Bill proposed by The Minister of Health, Dr Aaron Motsoaledi, is defined by the World Health Organisation (WHO) as ‘universal health coverage means people will receive the health services they need without suffering financial hardship’.
