A first for South Africa:- Biosimilar oncology drug authorised for use

Cipla, South Africa’s third-largest pharmaceutical manufacturer, in collaboration with Teva Pharmaceutical Industries Ltd, has announced the launch of the country’s first biosimilar for the oncology and haematology markets.

Filgrastim Teva, manufactured by Teva and distributed in South Africa by Cipla, paves the way for more affordable treatments to aid in the fight against dread diseases such as cancer, according to Paul Miller, CEO of Cipla South Africa.

“This landmark development for the South African pharmaceutical industry only happened after a thorough approval process. Not only does the approval of Filgrastim Teva hold major significance for the advancement of affordable supportive oncology treatments, but the learnings from this process will assist in faster approvals for more biosimilar medicines in future.”

OBSTETRICS & GYNAECOLOGY: Five years for careless doctor

Emalahleni gynaecologist Danie van der Walt was sentenced to five years in jail for culpable homicide after one of his patients died after giving birth.

He had earlier been found guilty of gross negligence.

Witbank magistrate Merlene Greyvenstein said Van der Walt had failed to do everything a specialist of his calibre should have done to save the life of Pamela Daweti, who bled profusely after giving birth to a baby girl, Lisakhanya, on August 11 2005.

She died a day later.

“I find that the death of the deceased could have been prevented,” Greyvenstein said.

She granted Van der Walt leave to appeal both his conviction and sentence.

Van der Walt waited in the holding cells while his family paid his R10,000 bail.

Outside court Daweti’s uncle, Lungi Daweti, expressed mixed feelings at the outcome.

Do you really think you’re going to opt out of the NHI when it comes?

1. Will you be able to say “thanks, but no thanks”?
If the National Health Insurance (NHI) Bill is passed in its current form, the NHI will be compulsory, regardless of whether you also belong to a private medical aid. So, opting out won’t be possible. The Bill says the NHI, which will be like a big, state-funded medical scheme, will be a free service, but it doesn’t tell us what benefits will be covered, how the scheme will be paid for or how much it will cost.

2. When will the NHI start, and, will it actually happen?
The NHI Bill says the scheme will be implemented in three phases — we’re currently in the second phase (2017 – 2022), during which NHI legislation has to be developed and the NHI fund has to be established. During the last phase, from 2022 – 2026, Cabinet has to approve “the mobilisation of additional resources” so that the NHI can start to buy healthcare services from both public and private providers

NHI white paper issues raised – National Health Insurance

The two fundamental issues with the new white paper on National Health Insurance (NHI) are a single payer fund and the nationalisation of private healthcare without compensation.

Single payer fund

In terms of the single payer fund, the white paper believes that the NHI can use bulk purchasing power to drive down the price of healthcare services. However, it then simultaneously declares that it will accredit medical service providers – public and private – and then set the prices at which they can sell their services to the NHI. It specifically states that it will deploy a “uniform reimbursement strategy” and that accredited service providers will not be allowed to deviate from that.

This raises a fundamental question. If the NHI is going to regulate the price at which the services are being procured, why does it need to use the bulk purchasing power of a single fund to reduce prices?

Just how competitive is South Africa’s private healthcare sector?

After a four and a half year probe initiated by South Africa’s Competition Commission, a panel of independent experts released their preliminary report into the country’s private healthcare market.

The Conversation Africa spoke to Sharon Fonn, who was on the panel of experts, about the report.

Why was a market inquiry set up?

The inquiry was set up because private healthcare and medical scheme cover is expensive in South Africa. Costs continue to rise and fewer people can afford it. People who have health insurance find that the scheme covers less care and they often have to pay out of pocket.

US scientists successfully change embryo DNA

A team of US researchers has changed the DNA of single-cell embryos using gene-editing technique CRISPR, according to a report from MIT Technology Review.

This is the first known attempt at creating genetically-modified human embryos in the US.

None of the embryos were allowed to develop beyond a few days, but the scientists have demonstrated it is possible to safely correct defective genes using germline engineering.

Human embryos allowed to develop following this process would also pass on gene corrections to their offspring.

Germline engineering has the potential to eradicate genetic diseases and create “designer babies” with genetic enhancements.

How will private healthcare evolve under Universal Health Coverage (UHC)?

Syndicates and devious health professionals may target National Health Insurance

Criminal networks are targeting your medical aid rands but could you be part of the problem too?

Criminal syndicates and unscrupulous doctors may be defrauding the private health sector of millions as experts warn that medical schemes may reach a breaking point.

“The health care sector is being targeted by criminal syndicates and even devious practitioners. It is a direct threat to the financial viability of medical schemes in the country, including any National Health Insurance initiative we attempt,” says medical advisor on healthcare forensics at medical aid administrator and risk management service, Medscheme Gregory Pratt. Pratt was speaking at the Board of Healthcare Funders Southern African Conference this week in Cape Town.

The big question:- Why South Africa needs to discipline the private healthcare industry

If a service is provided by a company rather than government, this does not automatically mean a market is at work. The point is fairly obvious but has passed many in South Africa by.

Private provision of services is moving into the spotlight in South Africa as the government looks to make the health system more accessible to the poor. One aspect is the Health Market Inquiry, established by the Competition Commission and chaired by former Chief Justice Sandile Ngcobo. It recently released a provisional report recommending more regulation of private healthcare. It has invited comment on its ideas.

It is absolutely inevitable that whatever proposals it comes up with will be attacked as an assault on the free market in health care. This will ignore the reality – that there is no market in healthcare in South Africa, at least not one which works in the way in which markets are meant to work.

NHI financing model questioned by FMF

The latest iteration of the National Health Insurance (NHI) policy paper is no closer to defining how much the scheme will cost and where the money will come from to pay for it.

Meanwhile, SA risks running out of tax payers to finance its social security commitments, said Dr Johann Serfontein, senior healthcare consultant with HealthMan and Jasson Urbach, director & head of the Free Market Foundation’s Health Policy Unit.

Blood pressure medicine recalled due to cancer risk – but the regulator took three weeks to act

A drug to treat high blood pressure for almost 12‚500 South Africans is being recalled after the active ingredient was shown to be contaminated by a potentially cancer-causing chemical.

The recall‚ however‚ comes almost three weeks after the drug was removed from shelves in Europe‚ the UK and the USA because the Chinese manufactured active ingredient was contaminated. The regulator‚ South African Health Products Authority (SAHPRA)‚ did not answer TimesLIVE queries about why it took so long to recall it here.

The drugs being removed from pharmacy shelves are Dynaval Co 80/12‚5mg‚ Dynaval Co 160/12‚5mg and Dynaval Co 160/25mg. They are manufactured by Cape Town-based Pharma Dynamics.

Dynaval is used to treat high blood pressure and heart failure‚ or is given to patients who have had recent heart attacks.
