South Africa’s municipal managers will soon benefit from, what most citizens will deem to be, an exorbitant increase in remuneration packages.
In fact, according to Business Tech, top-level municipal managers may soon earn more than President Cyril Ramaphosa himself. Considering the sordid state of many of South Africa’s local municipalities, these remuneration raises are sure to leave taxpayers with a bitter taste in their mouths.
The Department of Co-Operative and Governance and Traditional Affairs (COGTA), headed by Minister Zweli Mkhize, recently gazetted the new upper limits of remuneration packages payable to managers. According to Mkhize, these figures, which take into account ‘core reward principles’, still remain ‘cost effective’.
Method in determining total remuneration packages
The method used to determine the total remuneration packages of municipal managers takes various factors into account. The framework uses a points allocation system which looks analyses municipal income, total population sizes, and equitable share of individual municipalities.
The points are tallied and the municipality is then ranked on a scale of one to ten. Naturally, managers in charge of higher ranked municipalities are paid more than those on the bottom end of the scale.
The ranking system is further divided up into ‘minimum’, ‘midpoint’ and ‘maximum’ levels. These categories pertain to the municipal manager’s background, tenure and operation capabilities.
Mkhize has defended the exorbitant increases for senior municipal managers, by saying:
“The upper limits constitutes an integral part in the human resource value chain in building resilient administrative institutions underpinned by the intent to enable municipalities to attract, appoint and retain appropriately qualified and competent senior managers necessary for effective performance of their functions.”

President Ramaphosa’s paycheck
President Cyril Ramaphosa earns more than his predecessor Jacob Zuma – not taking into account the alleged kickbacks received by Msholozi during his dubious tenure – but less than most corporate executives.
In reality, Ramaphosa is a self-made businessman with far-reaching financial interests, and, thankfully, doesn’t need to earn a king’s ransom to stay out of the bread line.
President Ramaphosa will earn just over R3.6 million this year, which gives credence to Business Tech’s hypothesis. Yes, senior municipal managers, those in charge of high ranking areas, categorised at ‘maximum’, will indeed earn more than the South African president.
One thing they will not be doing though, is donating half of their salaries to the Nelson Mandela Foundation – as Ramaphosa does.
